About Us

The Kentucky Recyclers Association represents the interests of recyclable materials processors in Kentucky. Members of the Association are committed to improving the environment in Kentucky through the purchase and processing of scrap metal and other recyclable materials. The Association works with law enforcement officials and local communities to preserve and protect the integrity of the recycled materials process and prevent the purchase of stolen products.

Neal Coulardot, a native of Fort Wayne, Indiana, is the General Manager of River Metals Recycling, LLC (RMR), which is a wholly owned venture of Cincinnati-based, The David J. Joseph Company (DJJ), one of the USA’s largest scrap metal companies. Neal has spent the last six years in the recycling industry and prior to that spent almost 15 years in the automobile sector with Dana Holdings Corporation in an array of manufacturing management roles that included plant manager, engineering manager and project management of moving assets internationally. Neal is currently a member of ISRI, Board Member of the River Road Business Association, Louisville, Kentucky, and Board Member of the Green Triangle, Louisville Kentucky. Neal is a graduate of Indiana Wesleyan University and currently lives in Shepherdsville, Kentucky with his lovely wife Monica and two incredible children, Mathew and Cady.

Steve Cecil is originally from Louisville, Kentucky. A graduate of the University of Kentucky in 1979, Steve has been directly involved in Kentucky recycling since 1980. Steve worked at Baker Iron & Metal in Lexington, Kentucky for 21 years prior to beginning his career with Green Metals, Inc. located in Georgetown, Kentucky. Green Metals, Inc. is owned by Toyota Tsusho Corporation (Japan) and Toyota-Tsusho America. Steve currently serves as President of Green Metals, Inc. and is a Board member and past Chairman of the Japan-America Society of Kentucky.

A native of Atlanta, Steve is the Executive Vice President of Pull-A-Part, LLC, one of the nation’s largest self-service used auto parts retailers and recyclers. Steve has spent over 40 years in the recycling industry, owning and operating a scrap metal and paper recycling company from 1970 until its sale in 1986; founding a public affairs/lobbying firm to represent the recycling industry at the State and Local level throughout the South from 1987 through 2005; and finally joining one of his clients, Pull-A-Part as a partner, handling all external affairs for this fast growing auto parts recycler, now with 27 locations in 12 States. Steve has a long history of service in the State of Georgia, including the Governor’s Solid Waste Study Committee; Georgia Recycling Market Development Council; Founding Board Member of the Georgia Recycling Coalition; President of the Georgia Association of Recycling Industries; Chair of the Georgia Chamber of Commerce Environmental Committee; Chair of the Sandy Springs Conservancy; and incoming Chair of the Georgia Natural Resources Foundation. He is the recipient of numerous awards, including Georgia Department of Community Affairs Man of the Year and Automotive Recyclers Association Member of the Year, and most recently the Association’s President’s Award. Steve is a graduate of the Georgia Institute of Technology, married since 1973 to the lovely Janice Stone Levetan, and father of Josh Levetan and father-in-law to his wife, Lauren, and proud grandfather of Bailey.

Brad Miller is originally from Owingsville, Kentucky and a graduate of Morehead State University. Brad has worked in the recycling industry for the past eight years and currently serves as the General Manager of Butler Recycling and Core Inc., a family owned and operated recycling business located in Maysville, Kentucky. Prior to that, Brad served eight years in the US Army as an Airborne Infantryman with a combat tour in Iraq. Brad resides in Maysville Kentucky with his lovely wife Cara and wonderful daughter Liberty.
